The Herald of the National Children's Medical Center is owned and issued by the National Children's Medical Center of the Republic of Uzbekistan.

I-EDU GROUP LLC serves as the journal’s Publisher and provider of publishing and technical support.

I-EDU GROUP LLC is a publishing, educational, and scientific support organization based in the Republic of Uzbekistan. It provides professional, technical, organizational, and publishing support to scholarly journals, academic institutions, researchers, and editorial teams, with particular attention to the development of modern digital scholarly publishing infrastructure.

Within its role as Publisher, I-EDU GROUP LLC supports the technical and organizational implementation of internationally recognized scholarly publishing practices, including transparent editorial workflows, publication ethics, Open Access, metadata management, persistent identifiers, digital dissemination, and the long-term accessibility of scholarly content.

Publishing and Technical Activities

Within its assigned responsibilities, I-EDU GROUP LLC provides or supports:

  • publishing, technical, and organizational services for the journal;
  • development, operation, and maintenance of the journal website and digital publishing platform;
  • technical support for editorial workflows through Open Journal Systems (OJS);
  • implementation of approved editorial policies, publication-ethics procedures, peer-review workflows, and author instructions within the publishing platform;
  • assignment, registration, maintenance, and technical management of Digital Object Identifiers (DOIs);
  • preparation and deposit of publication metadata in relevant scholarly communication infrastructures;
  • metadata quality control and improvement of interoperability and discoverability;
  • technical support for Open Access publishing;
  • implementation of copyright and licensing information within the journal platform and published content;
  • digital dissemination of published scholarly content;
  • technical support for digital archiving, preservation, and continuity of journal content;
  • interoperability with relevant scholarly communication systems and services;
  • training, consultation, seminars, and educational activities for editors, reviewers, authors, researchers, and academic institutions.

Editorial Independence

I-EDU GROUP LLC does not participate in the scientific evaluation of manuscripts and does not determine peer-review outcomes or editorial decisions.

Scientific and editorial decisions are made independently in accordance with the journal’s published editorial policies.

The Editor-in-Chief has final editorial authority over individual publication decisions and may delegate manuscript handling to an appropriately qualified and authorized editor.

Decisions concerning initial editorial assessment, external peer review, revision, acceptance, or rejection are based on:

  • scientific quality;
  • methodological soundness;
  • originality;
  • relevance to the journal’s Aims and Scope;
  • ethical acceptability;
  • reporting quality;
  • reliability of the findings;
  • independent peer-review reports and authors’ responses, where applicable.

The Editorial Board supports the journal’s scientific governance, disciplinary expertise, policy development, and editorial integrity but does not act as a collective voting body on every manuscript.

Commercial, financial, technical, organizational, institutional, or other non-scientific considerations must not determine the editorial outcome of an individual manuscript.

Relationship with the Owner

The National Children's Medical Center of the Republic of Uzbekistan, as the journal’s Owner and Issuing Body, is responsible for the journal’s overall institutional mission and legitimate governance functions.

Ownership does not confer authority to interfere improperly with the scientific evaluation, peer review, or acceptance or rejection of individual manuscripts.

The roles of the Owner, Publisher, Editor-in-Chief, Editorial Board, and editorial office are further defined in the journal’s Editorial Governance and Editorial Independence Policy.

Publishing Responsibilities

Within its publishing role, I-EDU GROUP LLC is responsible for supporting the reliable technical and publishing operation of the journal, including:

  • journal publishing infrastructure;
  • operation and maintenance of the electronic platform;
  • production and publication workflows;
  • metadata management and quality control;
  • DOI-related technical services;
  • digital dissemination;
  • Open Access publishing infrastructure;
  • digital preservation and continuity support;
  • technical interoperability with scholarly communication infrastructure.

Technical or publishing responsibilities do not authorize the Publisher to alter scientific editorial decisions or modify the scholarly record without appropriate editorial authorization.

Scientific and Editorial Responsibility

Scientific and editorial responsibility for the journal’s scholarly content remains under the authority of the Editor-in-Chief, supported by appropriately authorized editors and the Editorial Board within their defined roles.

The Publisher provides publishing and technical infrastructure but does not assume the Editor-in-Chief’s scientific decision-making authority.

Mission

Through its publishing, technical, educational, and scientific-support activities, I-EDU GROUP LLC contributes to the development of responsible scholarly publishing in Uzbekistan, the adoption of internationally recognized publishing practices, stronger academic communication, improved digital research infrastructure, and greater international accessibility of research produced by scientific and academic institutions.
